The term smart meter refers to an electricity meter. Smart meter helps in visibility, savings, accuracy, cleaner energy for consumers, the ability to set targets for green energy installation and encouraging consumption at different times of the day through time of use tariffs. Meter Companies say that smart metering offers potential benefits to householders. These include, a) an end to estimated bills, which are a major source of complaints for many customers b) a tool to help consumers better manage their energy purchases - stating that smart meters with a display outside their homes could provide up-to-date information on electricity consumption and in doing so help people to manage their energy use and reduce their energy bills. Smart meters enable two-way communication between the meter and the central system.
India’s Ministry of power has a target of 50 million installed smart electric meters by 2020. they have set a target to equip consumers with a monthly power usage of more than 500KWh with the new meters made available since 2017. The ministry’s phase 2 of the smart meter’s installation is set to focus on smart metering consumers using 200KWh per month, by end of 2019.
Smart meters are an exciting new type of energy meter that could help you save time, energy and money. (a) You can save time: smart meters send us readings automatically, so you won’t have to read your meter again - your bills should always be accurate and up-to-date. (b) You can save energy and money by tracking how much energy you're using.
Smart meters are better than regular energy meter as it sends us updated meter readings automatically. Once you've had your smart meter kit installed, you'll be able to see how much energy you're using on a handheld device called a Smart Energy Tracker, or by logging into your SSE online account.
Well, Smart meters are more advantageous than other energy meters and differ from digital meters!
Just to make it easier take an example of -
 What is the difference between smart phone and telephone? They have the same usage but a smart phone has advance features, same as in smart meter and digital meter they are almost same but smart meter have some advance features. A digital meter uses electronics and a digital display to replace the old mechanical meter with the turning gears and dials. It's easier to read, harder to misread. But it still needs to be read by an actual meter reader, who has to come on to your property to read it. 
A smart meter adds communication ability to its characteristics. It allows the meter to be read remotely, by a computer, so nobody has to come to your property. 
What makes smart meters so smart in addition to this?                                                          
Ask anyone who’s already had a smart meter installed – they aren’t just benefiting from lots of data which helps them keep track of their energy usage. They’re also enjoying all kinds of benefits that aren’t available with a traditional electricity meter. Because data is remotely transmitted to the retail or distribution company automatically, there's no need for a person to visit your property to read the meter. Smart meters provide actual data on a daily basis as well, rather than quarterly bills - so you have better information about how much you'll have to pay every three months. In addition to this, smart meter also lets the power companies monitor and alter the electrical load that is available to any given user at any instant. It can not only measure energy units but also send those units to the utility company through cell communication medium like GSM, GPRS, RF, PLC (Power Line Communication) etc. If you're budgeting, this really can come in handy. And because smart meters can be managed remotely, connections and disconnections are faster as well. So in theory they can not only do their intended function in a much more efficient way but also reduce the risk of accidents significantly, thus make them a much better alternative to their predecessors.
